".it is the primary aim of tthe author to set forth principles and data which will be useful to all those interested in the design and construction of earth dams. Under many conditions an earth dam is the cheapest and most economic dam which can be built. In some cases, where masonry dams of the non-overflow gravity type have been used, an earth dam would have successfully performed the same function at a much smaller cost. / The author believes that it is possible to design and build a safe earth dam for almost any given site and condition of foundation, ujtilizing available materials throughout a very wide range of sizes and physical characteristics. To do this, however, a thorough knowledge is required of foundation conditions and materials, and of the available materials to be used in the dam and their behavior as a part of the dam structrure."
