From the Back Cover: Between the late 1960's and the middle 1980's, the disparate nations of Latin America experienced very similar external financial conditions. They gained access to previously unavailable foreign loans, first in a trickle and eventually in a torrent. As they borrowed, the interest rates they were charged rose and fell in lockstep. Then, within the space of a few months in 1982, foreign financiers decided that loans to Latin America were a bad bet, and lending shut down almost completely.
