It discusses the extraordinary nature of this calamity and the unfortunate timing of it, especially after a period of unprecedented prosperity. The author argues that we are not sufficiently prepared for this event in our public situation, and should take steps to remedy that. He introduces the history of prior times and their precedents in relation to our present situation. The author examines the cases of previous monarchs who were judged to have forfeited their claim to the allegiance of their subjects, and who could therefore never be restored to their authority. Despite these precedents, the author strongly advocates that Parliament should take this degree of authority into the hands of a single person, and that person the Heir Apparent to the Crown, rather than in those of any Council to be named by Parliament. The author discusses the dangers of allowing any individuals to monopolize the administration of public affairs, and explains why such action can be dangerous to good government. The author also discusses the importance of ensuring the rights of the Sovereign and the interests which the people have in their preservation. He argues that it is the very principle of legislation in a free country, that those points which are essential to the advantage or security of the community, should rest on a more solid basis than that of personal confidence. The author concludes by highlighting the significance of these insights, explaining that they form an indispensable part of any system of permanency and tranquility in the country, and that neglecting to provide for them, could have detrimental consequences.
