This report provides a functional analysis of the Air Force evaluation system with recommendations on ways to improve it. The current process is centered on an automated tool that solely automates the form, and does nothing to automate the other functions necessary to complete the process. Proper automation, based on an understanding of the functions of the evaluation process, has the potential to provide a marked improvement in efficiency and effectiveness. This paper models the current process, from a functional viewpoint, and identifies its problems. Then a new model is created that shows how an automated evaluation system can solve the problems of the current system, improve process efficiency, and increase the effectiveness of the Officer Performance Report (OPR). For today's Air Force, doing things faster and easier is a must; improving the evaluation system has the potential to save many man-hours, and help the Air Force retain the best officers.
