New book aims to make claiming easier
Millions of people cause themselves to be financially worse off than they need to be because they simply dont claim all the state aid thats available. They suffer as a result, but so do their families and children. Many resort to credit to make up cash shortfalls. If they knew they could be entitled to grants or benefits they may need to resort to credit less. In any event they would be better off.
Steve Wiseman, author and manager of a Citizens Advice Bureau, says "There are several reasons why people dont claim. Many just dont realise whats available. Many people think they have to be really poor to be eligible for cash help but this is not the case.
Disabled people often pay too much Council Tax. Many pay NHS charges unnecessarily, or perhaps pay more rent than they need to. War widowers arent aware they can now get a war pension just like a war widow. Cash help may be available to help pay a students tuition fees, or assist with financial problems. Those with even moderate mobility problems may be able to claim Disability Living Allowance. Carers can claim support, so can landlords even if those letting one room in their own home.
Cash is available for home repairs and improvements even grants for central heating or improving security can be paid in some cases. State aid is also available for some people starting a new job or a business. Employees can claim tax relief as well as the self employed. And then theres the new benefits starting in April 2003 Working Tax Credit and Child Tax Credit many will think they are not eligible, and they could be so wrong

About the Author
For Steve Wiseman writing is a spare time activity – in his day job he runs the Norwich and District Citizens Advice Bureau, a thriving advice centre each year consulted by around 57,000 people. This entails day to day management, also fundraising and development to ensure the Bureau meets the needs of the public. His other jobs have included occasional freelance journalism, advice work, teaching, lecturing and a few years as a Whitehall civil servant. He is married with two children.
In his experience many people have poor knowledge of their legal rights, responsibilities and entitlements, or else they don’t have the confidence to act on them. Usually both of these factors come into play. As a result they end up losing out -- perhaps they are ripped off in the high street, or they lose their right to complain or take action, or maybe they pay too much income tax, or don’t claim the state aid to which they are entitled. Sometimes the consequences can be dire- such as losing their home or their job. For Steve the main reason for all this is that people are baffled by bureacracy, or confused by complex regulations. This is his main motivation for working for the Citizens Advice Bureau, and for being a Lawpack author!
In 2001 Steve completed an MA in Education and Professional Development at the University of East Anglia – the Dissertation for which centred around the issue of how people access information and advice on their legal rights and entitlements. This research concludes that people use the media, friends and family most often to get information (which could be another reason why they get things wrong!) but they would welcome other more accessible sources. The findings are being used to help Citizens Advice Bureaux around the UK, including Norwich, to develop their services.

Statutory right to withdraw
You have the right to withdraw from this contract within 14 days without giving any reason.
The withdrawal period will expire after 14 days from the day on which you acquire, or a third party other than the carrier and indicated by you acquires, physical possession of the last good or the last lot or piece.
To exercise the right of withdrawal, electronically fill in and submit a clear statement on our website, under "My Purchases" in "My Account". We will communicate to you an acknowledgement of receipt of such a withdrawal on a durable medium (e.g. by e-mail) without delay.
To meet the withdrawal deadline, it is sufficient for you to send your communication concerning your exercise of the right of withdrawal before the withdrawal period has expired.
Effects of withdrawal
If you withdraw from this contract, we will reimburse to you all payments received from you, including the costs of delivery (except for the supplementary costs arising if you chose a type of delivery other than the least expensive type of standard delivery offered by us).
We may make a deduction from the reimbursement for loss in value of any goods supplied, if the loss is the result of unnecessary handling by you.
We will make the reimbursement without undue delay, and not later than 14 days after the day on which we are informed about your decision to withdraw from this contract.
We will make the reimbursement using the same means of payment as you used for the initial transaction, unless you have expressly agreed otherwise; in any event, you will not incur any fees as a result of such reimbursement.
We may withhold reimbursement until we have received the goods back, or you have supplied evidence of having sent back the goods, whichever is the earliest.
You shall send back the goods or hand them over to Better World Books Ltd, Dunfermline, United Kingdom, without undue delay and in any event not later than 14 days from the day on which you communicate your withdrawal from this contract to us. The deadline is met if you send back the goods before the period of 14 days has expired. You will have to bear the direct cost of returning the goods. You are only liable for any diminished value of the goods resulting from the handling other than what is necessary to establish the nature, characteristics and functioning of the goods.
Exceptions to the right of withdrawal
The right of withdrawal does not apply to:
- The delivery of newspapers, journals or magazines with the exception of subscription contracts; and
- The supply of digital content which is not supplied on a tangible medium (e.g. on a CD or DVD) if you accepted when you placed your order that we could start to deliver it, and that you could not withdraw once delivery had started.
