The Scientific and Technical Division encouraged the creation of new national bodies concerned with Science and Technology; it persuaded the Japanese Government to create new and more efficient means of dealing with technological matters (including industrial standards, quality control, patents, and other intellectual property); it managed the sending abroad of scientists and engineers, government officials and industrialists to observe up-to-date practices in other countries.
