This is the 29th annual situation report. Areas examined include the economic situation and farm incomes; policy developments and legislative initiatives; agricultural markets; agrimonetary arrangements; rural development; the environment and forestry situation; the financing of the Common Agricultural Policy in 2003; enlargement; and international relations. The 2003 agricultural year was marked by lower production both for crops and livestock products, with the notable exception of milk and pigment. The fall in production was partly offset by a fairly favourable price trend. Sowing weather in autumn 2002 was general favourable but the cold, dry winter and early spring which followed, destroyed some of the winter cereal and oilseed rape sown, particularly in central Europe. The late spring and summer then saw poor rainfall and very high temperatures in the greater part of Europe.
