De Embil was a Cuban artist with sympathies towards the South and his complaints seem to come primarily from the belief that the post-war South is suffering from protectionism of Northern markets. He suggests cancelling bonds, abolishing custom houses and internal revenue offices, selling all but three navy yards, and relying on only whisky tax to fund the federal government as a solution.
