Governor Ramsey reports on Minnesota's role in the "stupendous national calamity," "the most gigantic rebellion of modern times." He predicts that, after the War, restless young men, "after having been drawn from the quiet and tumultuous life of our eastern towns, to share in the adventurous turmoil of the battle-field, will prefer the excitement and prosperous activity of a new career in the West, to a return to their old homes.
