Fraser, Ed.D., MPA, is an executive leader, public administration educator, author, and organizational consultant with more than three decades of experience across government, higher education, healthcare administration, and the nonprofit sector. He teaches graduate-level courses in public and healthcare administration at California State University, East Bay, where his work emphasizes the connection between academic knowledge and professional practice.
