Billy Waters was a young Black man who had been born mentally challenged in a racist part of a mid-sized southern city. Billy had lost his brother to drugs before he was old enough to even know him well. When Billy got old enough to help his crippled father, he would ride along helping his "daddy" collect scrap metal. One evening, Billy, now a young teenager, and a young friend were in the alley behind a small strip mall. They discovered some old auto parts that they believed were to be trashed. Someone saw the boys with the parts and called the city police. As flashing lights appeared at both ends of the alley, Billy's friend ran away. Six hate-filled city cops caught Billy and nearly beat him to death, then left him lying in the filthy alley in a pile of spilled garbage. Billy was found the following morning by a garbage truck driver. After several months, Billy did recover from the beating and did his best to continue his challenging life.
