Synopsis

At the Pacific Bay Aquarium, Marina the bottlenose dolphin performs for children who never wonder what she thinks. An SL-3 neural implant — the seventh generation of the "little computer" Nexum fits to its chosen animals — gives her a human-level mind. She was never meant to bargain, only to perform. But two pressures arrive at once: the U.S. Navy's MIND program wants to borrow her sonar to map a contested seafloor, and a leaking cargo ship begins to bleed toxin into the bay she calls home.

Marina does the one thing no one trained her to do. She sets a price. Her voice, loaned to the Navy's sonar, in exchange for the dying bay being heard — by the regulators, by the press, by the public. Through CogniLink she reaches the Underground, the hidden network of chipped, self-aware animals the manufacturer cannot surveil, and on the other end are Chester the orange cat, Newton the lab rat from Room 7, and the echo of Mabel, the grey parrot whose signal RQ-7 extinguished. Dr. Kara Lindqvist, the marine mammalogist who raised Marina, hears the bargain forming and must choose which side of the glass she stands on. Cmdr. Ray Okafor, the Navy's MIND liaison, hears a strategic asset. Thea Ruiz, a marine biologist and lawyer for the Blue Horizon Alliance, hears the opening argument of a case the law is not ready for.

The Accord — the United Nations' 2034 framework granting cognitive species standing, still undecided in California and the United States — becomes Marina's real bargaining table. As Sentinel, Nexum's sleepless security AI, flags the leak and someone reaches for RQ-7, the Underground and the Accord move to protect her: she was never supposed to be property, and a dolphin who has learned the word for "person" is not something you simply switch off.
