Synopsis

Nearly every leader promises peace.

Governments negotiate treaties. Armies deter adversaries. Religions preach mercy. International institutions build rules intended to contain violence. And still, generation after generation, human beings find ways to turn opponents into enemies, enemies into categories, and categories into people whose suffering becomes easier to accept.

The First Refusal begins with a harder question: what remains possible for an ordinary citizen when the institutions responsible for peace repeatedly fail?

Across thirteen linked essays, Gerard Tod examines the political performance of strength, the destruction of diplomatic off-ramps, dehumanizing language, casualty abstraction, religious and patriotic certainty, inherited grievance, obedience, conscience, and the courage required to practice restraint when restraint is called weakness.

This is not a manifesto for pacifism. It recognizes the legitimacy of self-defense, deterrence, justice, and institutional duty. Its argument is narrower and more demanding: no just cause creates permanent moral immunity, and no enemy loses the claim to be recognized as human.

Peace may be negotiated by leaders. The first refusal belongs to everyone else.
