Almost everything written about the Terrorism (Protection of Premises) Act 2025 comes from people who sell security services, training or consultancy. So the conversation is fear, and the fear is out of proportion to the duty.

This book is built from the statute and the Home Office's own published evidence. It quotes the sections, works through the tests slowly, and tells you three things nobody selling you anything has any reason to mention.

The threshold is two hundred people. If it is not reasonable to expect two hundred or more in your building at the same time, from time to time, this law does not apply to it. The Home Office's own consultation found that 72 per cent of village hall respondents had a capacity below that line.

Places of worship, nurseries, schools and colleges are standard tier whatever their size. Schedule 1 says so in terms. A cathedral holding two thousand is standard tier. So is a secondary school with fifteen hundred pupils.

The standard tier does not require you to buy anything. Section 5 asks for four procedures: evacuation, moving people somewhere safer inside, preventing entry or exit, and telling people what is happening. No equipment. No cameras. No guards. No consultant. No certificate. No document.
