Althea La Foucade is Lecturer, Department of Economics, and Assistant Coordinator of the HEU, Centre for Health Economics, University of the West Indies, Trinidad and Tobago. Ewan Scott is Lecturer, Department of Economics, and Assistant Coordinator, Labour Market and Poverty Studies Unit, University of the West Indies, Trinidad and Tobago.
