Synopsis

Discussing the formation and operation of German policies and their impacts, this volume offers both a reinterpretation of German colonial policies in Tanganyika from 1884 to 1914 and a broader thesis about the interrelations between colonialism and development. On the basis of extensive documentation from Tanzania and Germany, the author sets out to show how the German colonialists came to be driven by a "development imperative". Particular emphasis is given to the rise of the colonial state, and its growth into an active and interventionist agent. Colonial policies are discussed both at a general level and in the fields of labour, population, technology, natural resources, health and education. A sketch of the emergence of the colonial society and novel social dynamics from the encounter of colonial policies and African realities concludes the study.
