This report is provided by the WHO European Office for Investment for Health and Development, Venice, Italy, as a part of the efforts of the WHO Regional Committee for Europe to systematically gather, analyze, and disseminate information on the direct action of European Member States to reduce the effects of poverty on health. Twelve case studies from ten countries reveal that health systems can take effective action to improve the health of the poor, but can also sometimes become an additional barrier for the poor, and that there is an urgent need for more knowledge, training, and capacity building in this area.
