UNDP and other development agencies have found themselves faced with the challenges posed in the rehabilitation and reconstruction of countries that have experienced a large number of internal conflicts and crises. They have also had to come to grips with the demands placed upon them in the aftermath of these conflicts on their traditional roles. Rebuilding of wartorn societies, reintegration of refugees, displaced persons and former combatants, maintenance of peace once fighting has ceased and prevention of the eruption of violence in areas of unrest are all taking a place on the development agenda. UNDP has gained considerable experience in this area because of its involvement in these issues by virtue of its global presence and position as a trusted and neutral development partner. This publication builds upon the foundation already created and is intended to help further the debate and lead to positive change as UNDP continues the process of re-examining its role in crisis and post-conflict situations.
