In this study, options for the verification of future conventional arms control agreements are assessed in terms of politically relevant criteria such as costs, effectiveness in denying treaty violations, impact on crisis stability, contribution to confidence building and contribution to equality in parties. Two kinds of options are studied. First, organizational options are dealt with, ranging from a strictly unilateral, country-by-country system to a multilateral, joint east-west system that could serve as a growing area for new European security structures. Seecond, different mixes of system components are considered by first assessing each of these components - satellites monitoring, aerial monitoring, data exchange, ground sensors and technologies to support on-site inspections. Throughout the book, special attention is devoted to three "unconventional approaches" to conventional arms control verification - multilateral, CSCE-wide verification systems, verifying measures regarding military production and R & D and verifying the (offensive or defensive) structure of the armed forces.
