Synopsis

The evolution of the welfare states in Western Europe can be seen as a major experiment in social organization. In this book a number of economists and sociologists attempt to discover what lessons can be learned from the welfare state, based on the Swedish experience. The authors look at the welfare state from the perspective of distribution and redistribution. The welfare state is defined broadly, so as to include a great variety of measures aimed at affecting distributional outcomes and generating equality. The research presented demonstrates that the politics and policies of the welfare state have had significant effects on distributional outcomes. The authors also show the limitations and problems met with when trying to generate equality. Sometimes there are significant undesired side-effects of policies, sometimes good distributional intentions are implemented through policies that yield quite different outcomes from those intended, and sometimes policies are simply impotent.
