Synopsis
As per the white paper of Employment and Labor Rights in Xinjiang, promoting employment is made the greatest livelihood project, pro-people project and fundamental project, which combines independent employment of workers, employment of market regulation and government's promotion of employment and encouragement of starting up businesses, with support of career training, expansion of employment channels and employment capacity and improvement of income of all ethnic groups. As is shown in the white paper, the policy system for employment and labor in Xinjiang has become more and more sound in recent years, with improvement of employment, more reasonable employment structure, improvement of capacity of laborers and growth of income of residents and employees. From 2014 to 2019, the total quantity of employment rose from 11.3524 million to 13.3012 million with employment of surplus labor in the rural area of over 2.763 million annually, the per capita disposable income of urban residents increased from RMB 23,200 to RMB 34,700 and the per capita disposable income of rural residents increased from RMB 8,427 to RMB 13,100. The white paper also stresses Xinjiang protects basic rights of laborers according to the law and the regional rules of Xinjiang Uygur Autonomous Region, which will protect equal employment, remuneration, career safety, freedom of religious belief and the right to use the language and words of their own ethnic group.
