Synopsis

We call the culture of bureaucracy the ensemble of circumstances in which public administration takes place. This is less about the architecture of the administration buildings, their offices and their design by the people working in them. Rather, it is mainly about their behaviors, attitudes, rituals and customs - about official life. The ensemble of circumstances, such as the principle of file moderation, shapes the way people in the public service handle administration and apply laws to the individual case. And it evokes certain forms of communication and an administrative language, e.g. round class equipped with paragraphs or notes, which characterise the social interaction of the servants and their mental models. With our regional examples of the official culture of the 50/60s, we illustrate the then prevailing spirit in public administration. The stories borrowed from another cultural decade are said to cause reflection whether they belong in the historical moth box of the administration as examples of cultural peculiarities or whether the culture of the authorities continues to drive strange blossoms.
