About the Author

Josef Janning is deputy director of the Center for Applied Policy Studies at Ludwig-Maximilians-University, Munich. Charles A. Kupchan is Senior Fellow and Director of European Studies at the Council on Foreign Relations. He is also an Associate Professor of International Relations at Georgetown University. He was Director for European Affairs on the National Security Council during the first Clinton administration. Prior to that, he worked in the U.S. Department of State on the Policy Planning Staff. Dirk Rumberg is vice president of the politics division at the Bertelsmann Foundation.
