About the Author

Cathal O'Donoghue is Head of the Rural Economy and Development Programme at Teagasc the Irish Agricultural and Food Development Authority, and previously worked at the NUI Galway, Cambridge and the ESRI, Dublin. His main research interest is in developing microsimulation models for the design and evaluation of public policy.
