Despite its recent economic success, Brazil's innovative capacity is rather low, compared to other world regions. This study reveals the obstacles to effective policy-making and presents a detailed descriptive analysis of the Brazilian multi-actor innovation policy arena and the power relations within the multi-level governance structures.

Thomas Stehnken, born in 1974, studied Political Science focusing on Latin America, Economics and Public Law in Tubingen and Niteroi, Brazil. 2004 Master (Magister), 2009/10 PhD (Promotion) at the University of Tubingen. 2005-09 Research Assistant at the Institute for Political Science at the University of Tubingen. Since April 2009 Project Manager at the Fraunhofer Institute for Systems and Innovation Research (ISI) in Karlsruhe.
