By studying a concrete case of Extractive Industries Transparency Initiative (EITI) and the role of civil society in proliferation of transparency norm in oil sector, the study argues that global civil society makes international society more susceptible to normative changes and provides a way to supplement 'traditional' democracy through multi-stakeholder global regulatory mechanism.
