About the Author

The Authors: Hans-Rimbert Hemmer, born 1941, has studied economics at the universities of Heidelberg, Cologne, and Mainz. Ph.D. 1968, Habilitation 1971, both at Mainz university. Since 1971, professor for development economics at Justus Liebig University Giessen. From 1988-1993 director general of the German Foundation for International Development (DSE), Berlin.
Rainer Wilhelm, born 1968, has studied economics at Giessen University. From 1994 to 1998 he was research and teaching assistant at the institute for development economics, Giessen University. Since 1999 he is a staff member of the Federal Statistical Office (Statistisches Bundesamt), Wiesbaden.
