Dick Hagen retired from the Detroit Police Homicide Division and moved to suburban Troy for the peace and quiet of his condo complex. After a young man is gunned down in cold blood not far from his front door, he is instinctively drawn into the investigation and encouraged by an old Detroit colleague now working in Troy, Sean Carson. A series of coincidental events leads to a cover up at the highest levels of power in the State of Michigan and a connection to the popular sitting Governor, Charlie Vandenberg - Charlie V to his devoted supporters and financial backers. A valuable piece of land on Big Beaver Road in Troy is owned by Charlie V's aunt and is being developed into a major commercial project but the former landfill is tainted by hazardous waste and the delay or cancellation of the project will cost millions to Charlie's friends. The cover up will cost additional lives while Dick and Sean connect the dots as they close in on the suspects. The leads quickly develop a trail that ultimately takes them to Chicago for a final confrontation. Peace and quiet will have to wait awhile.
