Improving the clinical effectiveness of the services it provides s one of the major challenges currently facing the NHS. A co-ordinated approach, which brings together research evidence, clinical guidelines, clinical audit and outcome assessment is essential if we are to ensure that patients have access to healthcare of proven quality and that the greatest benefit can be realised from available resources. The NHS Executive, together with the professions, is developing a strategy to ensure that decision making about clinical services at all levels is driven by evidence of effectiveness couple with clinicians and management, as well as to professional organizations, though a range of research and development programmes including the production of clinical guidelines, clinical audit and the development of outcome measures. Only by integrating all the separately managed and developed initiatives and by linking these to undergraduate and postgraduate professional education and training will we be able to realise maximum increases in health gain.
