This re-examination of Britain's planning system from the bottom up - from the point of view of the planned, rather than of the planner - is a contribution to the topical debate about the future and use of the countryside and what it means to achieve sustainability in the modern world. The author argues that instead of excluding low income people from living and working in rural areas, planners should look favourably on proposals for low impact, environmentally benign homes and workplaces in the open countryside. Criteria for planning approval at present favour the wealthy commuter and the large-scale farmer and discriminate heavily against smallholders, low-impact homes and experimental forms of husbandry. The book includes a number of case studies of low impact developments, some of which received permission, some of which failed. It includes illustrations, policy recommendations, guides to acts of parliament, government circulars and policy guidelines, references and explanatory appendices. It should be a useful tool both for those who wish to live on the land in a sustainable manner, and for planners and politicians who would like to make it possible for them to do so.
