Synopsis
After more than fifteen years of its existence, the "Helsinki process" (officially, the Conference on Security and Cooperation in Europe, CSCE) still remains elusive to many. But the elusiveness is understandable because the CSCE process has not only been exceedingly complex but has also changed its character in the last few years more than it has ever before. The present book aims at explaining these recent changes by analyzing the CSCE during the crucial years of 1986-1990 and by illustrating from a conference concerned overwhelmingly with human rights to one claiming a major role in the reintegration of Europe and facilitating the end of the Cold War.
