Written by Peter Dorey and published by Sage in 2014 , this is exactly the sort of book that sounds as though it ought to be dry, worthy, and faintly punishing, only to turn out to be rather more interesting than many louder volumes on public life. Because British policy making, when you strip away the calm language and respectable committee paperwork, is really a never-ending saga of ministers, civil servants, pressure groups, party politics, competing interests, strategic compromises, unintended consequences, and the occasional heroic attempt to make the machinery of government behave itself for five full minutes. Dorey?s great trick is to take a subject that might initially suggest endless grey corridors and transform it into something recognisably alive. Policy making is not just ?how laws happen? or ?how governments decide things.? It is the study of how ideas are born, dressed up, sent through consultations, mauled by politics, revised by reality, and eventually released into the wild where they proceed to behave in ways nobody fully predicted. In other words, it is the story of Britain attempting to run itself through a combination of principle, process, compromise, and the ancient national tradition of muddling through with impressive vocabulary.
