Synopsis

By March of 1935, German rearmament had proceeded to a point where Hitler felt free to repudiate the Versailles treaty. But he still had no desire to challenge the British. In a seemingly conciliatory move, he proposed a separate pact with London whereby Germany would limit its future naval tonnage to a level not to exceed 35 percent of Britain's. The proposal represented no real sacrifice on the part of the vastly inferior German navy: At the moment, the British surface fleet boasted 150 destroyers to Germany's 12, fifty-four cruisers to Germany's six, eight aircraft carriers to Germany's none, and twelve battleships and three battle cruisers to Germany's three pocket battleships. Yet the British were eager to pursue the proposal, for they faced a growing threat in Asian waters from Japan which had already repudiated the Washington Naval Treaties - and they feared that the Royal Navy would be spread thin if Germany, too, embarked on an unrestricted naval buildup. The agreement was signed on June 18, 1935, and was duly heralded by both sides. Speaking before the House of Lords, Admiral of the Fleet Earl Beatty said: "I am of the opinion that we owe thanks to the Germans.

They came to us with outstretched hands and voluntarily proposed to accept a 35 to 100 ratio in fleet strength. If they had made different proposals, we would not have been able to stop them. That we do not have an armament race with at least one nation in the world is something for which we must be thankful."Less than four months after the signing of the Anglo-German agreement, the first twelve-boat submarine squadron put to sea for training exercises under Captain Karl Donitz, a seasoned U-boat commander who had preyed on British vessels in the last war.
