About the Author

Joanne Wallis is a senior lecturer at the Strategic and Defense Studies Centre, Australian National University, and the author of Constitution Making during State Building. Andrew Carr is research fellow at the Strategic and Defense Studies Centre, Australian National University. He is the author of Winning the Peace: Australia's Campaign to Change the Asia-Pacific and coeditor of the journal Security Challenges.
