About the Authors

Howard R Balanoff is a professor of political science at Texas State University, where he is also the chair of the William P Hobby Centre for Public Service. Currently, he is the chair of the American Society for Public Administrations (ASPA) section for certified public management.

Warren Master is president and editor-in-chief of The Public Manager and is a presenter at conferences, forums and related events. He also conducts training workshops on strategic management and workplace innovation.
