Synopsis
This work evaluates US policy toward China since normalisation, exploring the importance of government institutions (Congress, the executive and so on), the interactions among those institutions, and the roles that specific individuals have played in policymaking. Focusing on four case studies (the Taiwan Relations Act, US arms sales to Taiwan, the US China trade agreement, and US technology transfer to China), Tan emphasises the necessary linkage between strategic interests and government processes in foreign policymaking. His examination of the variance in US China policy explains why some policies reflected the convergence of strategic interests and intergovernmental politics, while others did not. His detailed analysis illuminates the impact of the US political process on China policymaking.
