About the Author

JAMES W. BEGUN is professor of health services organization and research in the Department of Health Administration, Virginia Commonwealth University. He is the author of Professionalism in the Public Interest (1981) and has been an associate editor of the Journal of Health and Social Behavior. RONALD C. LIPPINCOTT is associate professor, Department of Government and Public Administration at the University of Baltimore.
