The book argues that other similar organizations had failed to achieve this level of success and autonomy, and that with the sanction of the Federation, this department could succeed. The book includes a record of the department's first convention, along with the addresses given by Samuel Gompers, president of the American Federation of Labor, and James Kirby, president of the newly formed department.
