Stepan Bilan was born on September 15, 1962 in the Kazatin city, Vinnitsia region, Ukraine. He studied at the Vinnitsa Polytechnic Institute from 1979 to 1984. In 1984 he graduated from Vinnitsa Polytechnic with honors and an engineering diploma specializing in Electronic computing machines. From 1986 to 1989 he studied at the graduate school of the Vinnitsa Polytechnic Institute focusing on Computers, complexes and networks. In 1990 he defended his thesis by specialties: 05.13.13 - computer systems, complexes and networks; 05.13.05 - Elements and devices of computer facilities and control systems. He worked at Vinnytsia State Technical University (now the Vinnytsia National Technical University) from 1991 to 2003. In 1998 he was awarded the academic title of assistant professor of "Computer Science" at Vinnytsia National Technical University. From 2003 to the present time, he works at the State University of Infrastructure and Technology (Kiev, Ukraine).
