Moepi is the fifth of the eight children of the late Reverend Ezekiel Nkhahle and Mrs 'Mamafole Mahlape Sematlane. He holds a Bachelor of Arts degree from the National University of Lesotho and a Master of Science degree in Public Economic Management and Finance from the University of Birmingham in the United Kingdom. His entire working life has been in the civil service in various ministries of the Government of the Kingdom of Lesotho, including a five-year diplomatic placement in Denmark during the early 1990s. He is married with three children.
