Scott Chaplowe is Senior Monitoring & Evaluation (M&E) Officer for the International Federation of Red Cross and Red Crescent Societies, based in Geneva, Switzerland. He has over 15 years experience in M&E work, specializing in strategic planning, organizational development, and capacity building. He has broad international field experience with projects and evaluations in Latin America, Asia and Africa. He previously worked for the American Red Cross in Washington, D.C. and Sri Lanka, the United Nations Office of the Special Advisor on Africa in New York, and developed a service learning program for the Los Angeles Unified School District. He holds an MSc in Geography from University of California, Los Angeles.
J. Bradley Cousins is Professor of Program Evaluation and Organizational Studies at the Faculty of Education, University of Ottawa. Professor Cousins' main academic interests are in program evaluation including participatory and collaborative approaches, utilization issues, and evaluation capacity building. He is author of several articles, international handbook chapters and books on evaluation related topics, including Participatory Evaluation in Education (1995 co-edited with Lorna Earl), The SAGE International Handbook of Educational Evaluation (2009, co-edited with Katherine Ryan) and Organizational Capacity to Do and Use Evaluation (forthcoming). Cousins received his Ph.D. in educational measurement and evaluation from the University of Toronto in 1988. In April 2012, he received the American Educational Research Association’s Research on Evaluation Distinguished Scholar Award. He was also awarded the American Evaluation Association's Paul F. Lazarsfeld Award 2008 for contributions to evaluation theory. Recognized by his University of Ottawa peers in 2004 for excellence in research, Cousins is the 2007 recipient of the Canadian Evaluation Society (National Capital Chapter) ‘Karl Boudreau Award for Leadership in Evaluation'. He also received the Canadian Association for the Study of Educational Administration 1989 “Doctoral Dissertation Award”, and in 1999 the “Contributions to Evaluation in Canada” award from the Canadian Evaluation Society. He was Editor of the Canadian Journal of Program Evaluation from 2002 to 2010 and served as Program Co-Chair for the CES/AEA joint conference held in Toronto in October 2005.
