About the Author

George M. Guess is Scholar in Residence in Public Administration and Policy at American University in Washington, D.C. He is the coauthor (with Paul G. Farnham) of Cases in Public Policy Analysis. Lance T. LeLoup (1949–2009) was Professor of Political Science at Washington State University and the author of several books, including Parties, Rules, and the Evolution of Congressional Budgeting.
