The effective control of public expenditures is a question of paramount importance. No little alarm has been expressed be cause of the rapid increase 111 the cost of our government. Municipal, state and federal appropriations have indicated a marked tendency to rise and as each succeeding year shows no curtailment, but rather a more rapid advance, it is but natural that there should be indications of discontent and uneasiness upon the part of the taxpayers. The period from 1890 to 1900 showed an advance. In federal expenditure of nearly forty-five per cent, while the last decade saw this figure still growing at the rate of some fifty-seven per cent. State expenses in Wis consin rose at the. Rate of seventy-seven per cent for this first period and during the last decade have advanced 136 per cent. Municipal expenditures have manifested a similar tendency to increase. Our total public outlay has reached an unprece dented figure. The complaint has been country-wide and view ing the states together we have seen one administration after another elected, frequently on specific platforms of retrench ments, yet scarcely a halt in the rise of public expenditures has been perceptible. New parties and new officials have gone with promises of curtailed expenditures unfulfilled.
