Treaty revisions have modified the decision-making process and balance of power between the EU institutions. Company lobbying has changed as cross-border mergers have concentrated their activity. The balance of power between member state governments and their devolved regions has shifted, and the regions are increasingly active players. The ability of NGOs to take a recognised part in policy formulation has increased and this change is accelerating. The included cases have been selected to illustrate the range of interest groups who lobby, and to broaden the coverage of lobbying cases in Europe.
