The citizens of Rochester are entitled to a concise presentation of all the laws and ordinances directly governing their municipality. The maxim is established that those who are required to obey the laws should have the opportunity of knowing what they are. With two co - existing charters, numerous Special and general laws. And twelve different publications of ordinances and regulations, the local laws of Rochester are in a chaotic condition. No previous attempt has been made to reduce these scattered provisions to a code. Separate publication has given rise to general confusion until it has become very difficult for any citizen to inform himself as to the laws actually in force. The codification of all laws directly affecting Rochester is, to apply an expression of Judge Story's, practicable and expedient.
A brief discussion of the laws and ordinances now in force will help to make clear the necessity of a Municipal Code.
