If an enemy to the legitimate exercise of all the powers conferred on the Interstate Commerce Commission under the Act to' Regulate Commerce.' approved February '4, 1887, had conspired to discredit the present Commission it would have exhausted the ingenuity of his hostility to invent any weapon better calculated to accomplish that end than Senate Docu ment No. 257.
