Software engineering management encompasses two major functions, planning and control, both of which require the capability to accurately and reliably measure the software being delivered Flaming of software development projects emphases estimation of the size of the delivered system in order that appropriate budgets and schedules can be agreed upon. Without valid size estimates, this process is likely to be highly inaccurate, leading to software that is delivered late and over budget.
