The regular classification of documents as executive and miscellaneous began with the Thirtieth Congress. The first is supposed to embrace all documents sent to the Senate or House of Representatives by the Executive Departments; the second all other documents, excepting reports of committees, ordered printed by either House. This distinction is, however, not always maintained.
