Accordingly, additional material was gathered and a uniform plan of statement was adopted. Accident or circumstance prevented the completion of all of the studies originally undertaken, but the five here published are typi cal both in character and in result of the entire inquiry. Attention was centered, as will appear, upon the Southern States - Kansas being, with respect to fiscal problems, essentially within that category.
