In the practical application of statistical techniques to industrial or business problems, it often happens that we want to find an appropriate level of the policy or control variable (or vector of control variables) 2, so that some quantity Y may be as near to some prescribed level c as possible.
If the relation of Y and Z is described by a stochastic model which includes some unknown parameter 9, and if we have a set of observations on Y and 2, then a problem of mathematical statistics, or of statistical decision, can be formulated. We want to find a policy function Z based on the observations so that the error may be stochastically as small as possible.
